Background / Why This Exam Under the 2016 Recruitment Rules, the Direct : Promotion ratio for Head Teacher was 1:1. This was revised to a Direct : Promotion : Semi Direct ratio of 1:1:2. Since the Semi Direct quota’s vacant posts (accumulated in the Head Teacher sanctioned strength) crossed 11,000, the Education Department directed that these posts be filled on priority through this Special Competitive Exam

Who Can Apply — Eligibility (Semi Direct Category)

  • Candidate must be a serving Lower Primary Teacher or Upper Primary Teacher (Class-III) in the subordinate service of the Directorate of Primary Education, a District Primary Education Committee, or a Municipal Primary Education Committee
  • Must have completed not less than 5 years of service in the cadre of Lower Primary Teacher or Upper Primary Teacher, Class-III
  • Must have passed the qualifying computer knowledge exam as per the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006
  • Must clear this Head Teacher Aptitude Test (HTAT) as prescribed by the Government
  • This exam is NOT open to outside/fresh candidates — it is strictly a departmental/internal promotion channel
  • Where a candidate with the above experience is not available and it is in public interest to fill the post, the appointing authority may (for recorded reasons) promote a person with lesser experience

Educational Qualification Required

As per the Head Teacher, Class-III Recruitment Rules, 2016 (as amended in 2025), a candidate must possess:

  • A Bachelor’s degree in Arts, Science, or Commerce from a recognized university, AND a 2-year certificate course in Primary Teachers’ Training (PTC) from a recognized institution; OR
  • A 1-year degree in Special Education from a recognized university / institution recognized by the Rehabilitation Council of India or the Central Government; OR
  • A Bachelor’s degree in Education (B.Ed.) from a recognized university; OR
  • A pass in Higher Secondary Certificate (HSC) Examination along with a 4-year Bachelor’s degree in Elementary Education, or a 4-year Bachelor’s degree in Education, from a recognized university
