Who Can Apply — Eligibility (Semi Direct Category)

• Candidate must be a serving Lower Primary Teacher or Upper Primary Teacher (Class-III) in the subordinate service of the Directorate of Primary Education, a District Primary Education Committee, or a Municipal Primary Education Committee
• Must have completed not less than 5 years of service in the cadre of Lower Primary Teacher or Upper Primary Teacher, Class-III
• Must have passed the qualifying computer knowledge exam as per the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006
• Must clear this Head Teacher Aptitude Test (HTAT) as prescribed by the Government
• This exam is NOT open to outside/fresh candidates — it is strictly a departmental/internal promotion channel
• Where a candidate with the above experience is not available and it is in public interest to fill the post, the appointing authority may (for recorded reasons) promote a person with lesser experience

Educational Qualification Required

As per the Head Teacher, Class-III Recruitment Rules, 2016 (as amended in 2025), a candidate must possess:

• A Bachelor’s degree in Arts, Science, or Commerce from a recognized university, AND a 2-year certificate course in Primary Teachers’ Training (PTC) from a recognized institution; OR
• A 1-year degree in Special Education from a recognized university / institution recognized by the Rehabilitation Council of India or the Central Government; OR
• A Bachelor’s degree in Education (B.Ed.) from a recognized university; OR
• A pass in Higher Secondary Certificate (HSC) Examination along with a 4-year Bachelor’s degree in Elementary Education, or a 4-year Bachelor’s degree in Education, from a recognized university
• Basic knowledge of computer applications as prescribed under the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967
• Adequate knowledge of Gujarati or Hindi, or both

Selection Process 2026

• Single Stage: One Written Examination (MCQ-based) — there is no separate Prelims/Mains or Interview for this Semi Direct promotion exam
• The Board prepares a merit list of successful candidates based on total marks obtained, having regard to the number of vacancies requisitioned by each District/Nagar Education Committee
• Merely obtaining the minimum qualifying marks does NOT confer any right to promotion — promotion is granted strictly in proportion to the number of vacant posts notified for that district/nagar
• Result Part I: Successful candidates’ names, seat numbers, and marks — published on notice board & official website, sent to the Education Department and Directorate of Primary Education
• Result Part II: Unsuccessful candidates’ names, seat numbers, and marks — also published on notice board & official website
• Appointment is made strictly in order of merit as determined by the Board, up to the number of posts to be filled — mere success in the exam does not guarantee appointment; the appointing authority must also be satisfied the candidate is suitable in all respects

• Visit the official OJAS portal — ojas.gujarat.gov.in
• Locate the link for “Special Competitive Examination (Semi Direct) for Head Teacher (HTAT)” under the State Examination Board section
• Register with basic details (Name, Mobile Number, Email ID, Employee/Service details) and complete the online application form
• Fill in service details carefully — cadre (Lower/Upper Primary Teacher), years of service, district/nagar of posting, category (SC/ST/General), and educational qualification
• Upload the following in the prescribed format and size: Photograph (5 cm height × 3.6 cm width, JPG, max 10 KB), Signature (2.5 cm height × 7.5 cm width, JPG, max 10 KB), Left Thumb Impression, and Handwritten Declaration
• The entire form must be filled in English
• Preview the application using “Show Application Preview” before final submission

Important Rules Candidates Must Know

• No changes after Confirm Application: Name, surname, date of birth, and category cannot be corrected once the application is confirmed — verify every detail before final submission
• No negative marking in this exam, unlike many other competitive/recruitment exams — candidates can attempt all questions without fear of penalty for wrong answers
• Merit is district/nagar specific — a candidate is considered only against the vacancies of their own District/Nagar Education Committee panel, not a statewide common merit list
• Passing ≠ Promotion: Clearing the minimum qualifying percentage only makes a candidate eligible; actual promotion depends strictly on the number of vacant Head Teacher posts in that district/nagar and the candidate’s rank within that panel
• Candidates found ineligible at any stage — even after selection and appointment — will have their candidature/appointment cancelled
• Use of unfair means, impersonation, or submission of fabricated documents can lead to disqualification, debarment, and disciplinary/criminal action

HTAT Semi Direct Exam 2026 Preparation Strategy

• Part 2 (Related Subjects) carries double the weight of Part 1 — 100 out of 150 marks — so prioritize the Gujarat Primary Education Act, RTE Act/Rules, and school leadership/administrative management topics
• Administrative Management is a broad, scoring section covering teaching innovation, SMC functioning, and leadership qualities — practice scenario-based MCQs, not just rote definitions
• Since there’s no negative marking, attempt every question — leaving questions blank only costs you potential marks
• Revise NEP 2020 thoroughly, along with the roles of NCERT, NUPA, and NCTE — these are frequently tested in education-department exams
• Read the Gujarat Panchayat Service (Discipline and Appeal) Rules, 1997 and Civil Services (Leave) Rules, 2002 carefully — service-rule questions are often overlooked but carry guaranteed marks
