Important Clarification — What This Recruitment Actually Is

This is not a conventional direct-recruitment drive for permanent posts. Hartron is updating its standing panel of Junior Programmers, engaged purely on a job-work basis across Haryana’s districts, as per State Reservation Policy. Merely clearing the test and getting onto the panel does not guarantee a job placement — a candidate is recommended for deployment only when Hartron receives a confirmed requirement from an “indenting organization” (a government department/body that requests staff through Hartron). This is part of Hartron’s broader rolling empanelment process for Computer Professionals, which is updated on a running basis roughly every alternate month.

Eligibility Criteria — Qualification

A candidate must satisfy any one of the following, with a minimum of 55% marks:

  • Graduate (55% marks) with PGDCA / PDCA / PGDIT / APGDCA
  • OR BCA / B.Sc. (Computer Science/IT) / MCA / M.Sc. (Computer Science/IT) / B.Tech / M.Tech (in any stream), with 55% marks
  • OR Three-Year Diploma in Computer Application/IT from SBTE/University, or an ‘A’/’B’/’C’ Level course from DOE/NIELIT, with 55% marks

Note: Candidates holding an MCA/M.Tech obtained through Distance Education or on a part-time basis must ensure the degree/course is approved/permitted by the All India Council for Technical Education (AICTE). All eligibility conditions must be fulfilled as on the closing date of the online application.

Selection Process — Full Stage-Wise Breakdown

Junior Programmer falls under Hartron’s rolling panel-empanelment process for Computer Professionals (apart from Data Entry Operators):

Stage Details
1st Test — Domain Knowledge Test Computer-based MCQ test covering general computer topics and questions specific to the applied domain. Valid for 1 year from the date of notifying the posts.
Document Scrutiny Candidates who clear the 1st test have their documents scrutinised for eligibility before being called for training
Training Approx. 50 hours over a maximum of 1 month, at Ambala or Gurugram labs. Minimum 75% attendance is compulsory. A refundable ₹1,500 security deposit is payable after clearing the 1st test.
2nd Test — Practical/Project Test Eligible only for candidates who completed training with min. 75% attendance. Maximum of 2 attempts allowed per advertisement; training itself can be undergone a maximum of 2 times.
Panel Formation Merit is prepared giving equal weightage to the 1st (Domain Knowledge) and 2nd (Practical) tests. A separate panel is formed for each reserved category among candidates who clear the 2nd test; deployment follows the reservation roster.
Security Deposit Refund Conditions: The ₹1,500 deposit is refunded only if the candidate (a) attends training with at least 75% attendance, (b) clears the 2nd test within the permitted attempts, and (c) has not damaged any hardware/property of the corporation.

  • Reservation benefit is available only to bonafide residents of Haryana among SC/BCA/BCB/EWS/PWD/ESM candidates, with supporting documents held as on the last date of application; without proof, candidature is considered under the General/parent category
  • EWS certificates must meet Haryana Government’s own criteria — EWS certificates issued for Central Government jobs are not accepted
  • Ex-Servicemen (ESM) and family-member reservation benefit follows detailed Haryana Government instructions, including a priority order: disabled ESM → family of disabled ESM → other eligible ESM → family of other eligible ESM
  • Freedom Fighter children/grandchildren reservation requires a certificate from the competent authority, per Government Instruction No. 22/49/2021-1GS-III
  • PwBD candidates eligible for a scribe get 20 minutes per hour of compensatory time (5 minutes for Data Entry Operator posts)
  • If a candidate’s claimed reserved category is not advertised for a post, they may apply under the General category and will be assessed purely on merit
  • Success in the test confers no right to deployment — deployment happens only after Hartron/the concerned department is satisfied the candidate is suitable in all respects
  • False or incorrect information found at any verification stage leads to cancellation of candidature and possible criminal prosecution
  • A candidate already placed on the panel for a post cannot re-apply for that post for at least 6 months

About Hartron’s Rolling Panel-Empanelment Process
