What is PET and Why is it Mandatory?

  • UP Government (Karmik Anubhag-3) approved a two-tier examination system for Group ‘C’ post recruitment vide Order No. 1103/47-Ka-3-2020-13/17/2020 dated 20.11.2020, further amended by Order No. 316/47-Ka-3-2025 dated 28.04.2025
  • Under this system, since 20.11.2020, selection for ALL Group ‘C’ posts falling under UPSSSC’s jurisdiction is done through a two-stage exam process — starting with PET as the mandatory screening stage
  • All candidates wishing to compete for any Group ‘C’ post covered by UPSSSC MUST participate in PET — participation is compulsory, not optional
  • Posts covered: all direct-recruitment Group ‘C’ posts (Pay Band-1 ₹5200-20200 with Grade Pay ₹1900 and above, up to Pay Band-2 ₹9300-34800 with Grade Pay below ₹4600) under various UP Government departments

One Time Registration (OTR) — Mandatory First Step

  • UPSSSC has implemented a One Time Registration (OTR) system (effective from 14 July 2026) so candidates don’t need to re-enter basic details for every future advertisement
  • Candidates MUST complete OTR registration on upsssc.gov.in BEFORE applying for PET-2026 — read the OTR guidelines (Notice No. 45/17/Advt.Anu.(Eleven)/2026/O.T.R./2026 dated 14 July 2026) carefully first
  • Candidates who completed OTR via their PET-2025 registration number: Name, Date of Birth, and Mobile Number are NON-EDITABLE; all other OTR details can still be modified
  • Candidates registering fresh under OTR: Mobile Number is NON-EDITABLE; other details can be modified
  • Critical: Once a candidate obtains their PET-2026 registration number, NO further changes can be made to OTR details or the PET application — any correction request after this stage (online or offline) will NOT be considered
  • The Commission will authenticate candidates’ Aadhaar at various future stages of examinations

How to Apply Online — Step-by-Step Process

  • Step 1 — Authentication via OTR: Log in using your OTR Number or the mobile number registered with OTR; click “Get OTP”, enter the OTP and Verification Code to auto-fetch your OTR details into the application form
  • Step 2 — Fill Remaining Application Details: Enter Intermediate (12th) details if applicable, marital status, EWS status, UP State Government employee status, Freedom Fighter dependent status, Ex-Servicemen/Defence personnel status, outstanding sportsperson status, Divyangjan category, additional age relaxation details, etc.
  • Step 3 — Declaration: Carefully read the declaration at the bottom of the form; select “Yes” if you agree, enter the Verification Code, and click “Submit” — this generates a “Registration Slip” with an 11-digit Registration Number (save this for future reference)
  • Step 4 — Fee Payment: Click “Proceed for Payment” on the Registration Slip page and pay the prescribed fee. Do NOT click any button again or refresh/close the browser while payment is processing

Reservation Policy

  • Vertical Reservation: SC, ST, OBC, and EWS (Economically Weaker Section), as per prevailing UP Government Acts/Orders/Service Rules
  • Horizontal Reservation: Dependents of Freedom Fighters, Ex-Servicemen, Divyangjan (PwBD), and Outstanding Sportspersons, and Women
  • Reservation will be applied as per the applicable rules at the time of the respective Mains examination advertisements, based on requisitions received from various departments
  • Candidates selected under Horizontal Reservation will be adjusted against their own vertical category

Important Instructions for Candidates

  • All reserved category candidates must correctly mention their category in the application — the Commission’s decision on eligibility/ineligibility is final
  • Only the Date of Birth mentioned in the High School (or equivalent) certificate will be considered valid — no other document will be accepted as DOB proof
  • Original/self-attested copies of age and educational qualification proof must be submitted when demanded by the Commission
  • Exam date, time, district, and centre will be communicated via the admit card (Prabesh Patra) — NO change in centre, date, or time will be entertained under any circumstances
  • Providing a wrong Date of Birth, being overage/underage, not holding the minimum qualification, or submitting false/incorrect information will lead to rejection of candidature
  • Using unfair means, indiscipline, misbehavior, or any objectionable conduct in the exam hall will lead to cancellation of candidature and possible debarment from this and future UPSSSC exams
  • Under the UP Public Examination (Prevention of Unfair Means) Act, 2024 (dated 6 August 2024), unfair means/impersonation attempts can lead to criminal action, including life imprisonment and fines of up to ₹1 crore in serious cases, besides debarment
  • Married male candidates having more than one living spouse, and female candidates who marry such a man, are NOT eligible — unless specifically exempted by the Governor
  • If a candidate submits multiple applications, only the LAST submitted application will be accepted; all earlier ones will be treated as rejected

What Happens After PET? — Using Your Score for Mains Exams

  • After PET-2026 result declaration, UPSSSC will issue separate advertisements for various Group ‘C’ Mains exams based on requisitions received from different departments
  • Only candidates who appeared in a valid PET and hold a valid PET scorecard can apply for these Mains exam advertisements
  • If a candidate holds more than one valid PET score at the time of applying for a Mains post, the candidate can choose their highest valid normalized score among them, and shortlisting will be done on that basis
  • Minimum/maximum age limits for each Mains post will be calculated based on department-wise requisitions and applicable service rules at the time of that specific advertisement — not necessarily the same as the PET age limit
  • Holding a PET scorecard does NOT automatically grant any right to apply for or be selected in a specific post — candidates must separately meet each post’s eligibility criteria
